Were the anticipated fees for the Special Master and Technical Advisor the tipping point for a settlement with TPL? Even though the judge didn't sign the order to appoint the Technical Advisor until Dec 19, all parties were notified of the courts intent to appoint on Oct 5 just two days before the announced PTSC/TPL settlement?

On October 5 the court notified the parties of the appointment of a special master and of its intent to appoint a Technical Advisor
