The way I'm reading it, I believe it will be helpful as it pertains to reexams, but too late to help PTSC. Only way it could help us is if there are more requests on the horizen and the rules for reexams are changed promtly.

<A parallel change would be made to the disclosure rules governing reexaminations.>

I read "would be" as who knows when.
