I don't believe that's true. They get their 15% and any "non - Business Plan" expenses OK'd by PDS. I know you go by the assumption that this includes all costs, I disagree. The designation of expenses outside of the business plan certainly seems to point to the fact that these would be extraordinary expenses that TPL needed to incur.
