Do Microsoft vendors get to bill Microsoft more because they know Microsoft has billions in the bank? Not quite understanding why you would think TPL can just bill PDS more because there is more in the bank or more available. Or did you think TPL is not obligated to actually give PDS a bill, they just went in and took the money whenever they saw fit to cover expenses.
