Until the court says something, the choice for us is to either believe that statement or not.
Your question as to what reverse engineering TPL does is a reasonable one since I believe reverse-engineering has been mentioned by TPL in the past.

From what has been said about it in the pacers, I suspect it entails looking at the consumer products, finding our what the operating specs are, and if warranted look inside to see who the microprocessor suppliers are. Then match the operating specs against all claims of all MMP patents, and make sure the potential infringer is notified. The tear-downs that I believe have been referenced in the past are obviously the consumer products and not necessarily the microporcessors in them.
Per TPL's reply, a ring oscillator would be difficult to find, even if they had a road map supplied by the microprocessor manufacturer. Probably a big waste of money looking for it w/o road maps. Right?
