It doesn't matter whether the money is distributed or not. PTSC's bottom line (profit and loss) is affected by the profit/loss of PDS, whether or not any money is distributed. As an example, if PDS has a profit of $10 million, $5 million shows up on PTSC's income statement regardless of whether a dime of that profit was distributed to PTSC.
