Is it ARM's technology that infringes or does it depend on how a particular chip manufacturer decides to implement ARM's processor tech?
If ARM's technology is freely available, then the expert only need look at that information. Of course, if the licensed technology is not available, it becomes problematic at to what belongs to ARM and what belongs to the chip manufacturer. Without all the design specs provided by ARM with the license, can any investigator determine anything by looking at any particular chip? Just a question.
