You paint too simple a picture. And I hope that it just is a simple picture. But a more elaborate picture would be one where this has been done on purpose. With the goal of buying shares on the cheap by an entity that wants to control the MMP. ( How many shares are really outstanding? If we all called in our certificates would there be enough shares to go around?) These people are smart enough to have held tight and still be in charge of the company and the MMP.
