Help me out with this one-- Does abstention mean something different for proposals vs. quorom?

As to proposals, abstentions marked = votes against

(If your proxy card is signed and returned without specifying a vote or abstention for a proposal it will be voted according to the BoDs recommendation.)

As to Quorum; Broker Non votes and Abstentions count as present for determining a quorum.

Does abstention as to quorom mean that you didn't send in a signed proxy and you didn't show up at the meeting? If so, then by virtue of doing absolutely nothing does your abstention count as present for a quorum? If so....

Explain how there could possibly be a scenario where there is no quorum if assumption is correct?
