If the U S orders a secret this or that made for the U S and the unlicensed manufacture uses our patents either directly or by purchasing a component made by another unlicensed manufacture, would the government then be considered an infringer????

What if the US actual did the the assemble on the final secret product, would they be liable for infringement and how would we know????

If we have the patent on water, I'm sure the government owns a lot of secret stuff that infringed our patents!!! How do we get compensation???
