If it is really possible to move on with one reex. after another, I don't get it how just one U.S. patent is "valid" enough to collect license fees.

If the patent office says after a check that the patent is "valid", I understand, that once somebody means he can counter, is allowed to do. For sure, new claims brought in e.g. by a first reex. might allow to discuss the patent again too, but this system must have an end.
