They've gone months without licenses during "good times." License fees have continually decreased. What additional malfeasance would there be if Alliacense's poor track record merely continued during a time when they are being sued by PTSC?

You bandy about vague legal analysis and hint at familiarity of the terms of the MA. Okay, then, let's have a substantive answer. What "additional charges" are you talking about?
