There is too much money waiting to be collected and with the 336 approce it will be easier to collect.

But, like I said whe the 336 approval was annouced. We have a broken collection machine. Will we make repairs that we can be happy with or will replace the machine?

The easiest path may be to get TPL in line, if dollars are the logic used it may happen but if egos get mixed in then ther is no telling what may happen.
