You have forgotten that the PDS management committee now only has 2 members, and that the recent resolutions APPROVED by the management committee require a MAJORITY of the PDS committee to approve in writing before TPL can sign any licensing agreements.

If PTSC is in a better cash position than TPL as many surmise, and if this legal mess is unresolved in 2 months when the Re-Certification (not the NIRC) is published, it would not necessarily be in PTSC's best interest to approve of any new licenses. They may actually want to starve TPL of cash. At the least, I would ceratinly hope they've secured a legal instrument (escrow or similar) that would keep any license proceeds from finding their way into TPL's hands until this is fully resolved.
