I currently design law enforcement software. I deal with high ranking law eforcement officals that I greatly respect but, I rarely have met one that understands good system software design.

They can explain needs but, I would give most a failing grade when it comes to designing a workable solution. They can evaluate a finished solution, and do that well, but trying to determine the methods that creates that solution is not a quality that I often see.

In what way do you feel you could help to see that we develop a workable and cost effective system that would have broad market appeal?
