It seems he's been the one signing the PR filings with the SEC. But we don't even know Flower's job. Does the BoD or Flowers even know his job?

On July 8th they did the "Go to market" press release Flowers was called:

Cliff Flowers, interim CEO of Patriot Scientific

In the SEC filing of that press release, he signed it as:

Clifford L. Flowers
Chief Financial Officer

Of course on the most recent PR on the MMP re-exam, it wasn't Flowers but Johnson that did the talking as "chairman of the executive committee of Patriot’s Board of Directors." That PR was filed with the SEC by Flowers as CFO again.
