Apparently Bahr has multiple titles. In any case, one of them appears to be.

Bob Bahr, Acting Associate Commissioner for Patent Examination Policy

Bahr seems to be the person that the communication probably should have been directed to. It is my understanding that he is being alerted to the email that was previously sent, and supplied a copy of it.
