Would an arbitration court be able to reslove both issues? Arbitration was to have been Feb 10th, I believe. So it would appear to have taken a long time to resolve, if it is just the first issue.

Can you provide any further input?

AFAIK it didn't happen--apparently TPL didn't pay their half of the arbitration fee.
