Can an announcement accompany the Q report?

Could some announcement be included in the report? Settlement with CM or TPL or USPTO or a sale or merger of PDSG? Could a "right to purchase fee" show up? Why is the share price now above .14 and the volume higher? The bid is still below .14 so I'm not too excited. But just wondering about what I see and what it means about what I can't see.
