It appears to be a ways out in time before this project might be completed since this stage is describing the pre-design efforts, pre RFP. My estimate is 2-3 years to complete a project such as this, based on my career experience in projects involving similar entities.
I believe that CDX4's ability to expedite the implementation of IEPDs bodes well for PDSG, having made the claim: "CDX ExchangeBuilder - designed to generate NIEM* conforming IEPDs, significantly reducing the cost and time it takes to build IEPDs." One can read this as significantly reducing the work involved with applying CDX's standards-based solution.

While there are some national standards most of them are developed to be vendor and architecture agnostic. Applying these standards to a particular architecture takes significant work.
