They are in the process of trying to build an architecture that will be the backbone of connectivity (for the state?). HIE's can just plug into it.

From the underlined portion it would appear that they want MAX flexibility in the system backbone, so they don't have to be consantly tweeking it. I think that could be good for CDX.
