While I understand what you are getting at, it would be reasonable to assume that if PDSG were secure a lucrative purchase and support/service contract, that would probably keep them in business for the forseeable future.

And while you are probably right, are you sure HP and GE can be relied upon? The big advantage in contracting with such large entities is that if there is a "failure to perform" issue, the Gov't can terminate the contract for default, and the contractor can be placed on the hook to fund like services by others (of the Gov't's choosing, and such entities could to fund such), plus other penalties, not to mention their status "hit" on that "past performance" criterion towards securing future contracts.
