I strongly suspect that two words weren't picked up by StormKing (not criticizing - he did a great job). Those words: "more than". The statement really makes no sense without those words - they are the operative/pertinent words. A majority of approving votes is all they needed. And who would vote against the selection of auditors? I mean really.... And what is the probability of there having been EXACTLY 205M votes for AND against? Odds something like 410M to 1! (I know, that's statistically incorrect, but makes the point).
