PTO proposes non-final action which is usually a broad brush evaluation by examiners and pretty much allows the request, then TPL/PTSC responds, when we can tell PTO why they are wrong. When PTO does put out that proposed action, Alliacense goes and picks it apart piece by piece, then Larry and Carl (and others) get together and strategize
