It's more like they already know, but don't want to say. Or the other case is that they are not in agreement.

Another possibility is that they are waiting for someone else outside of their world to make a decission. Like, "We want you to partner with us. Would you like to be our partner?" I see it as them not putting all the cards on the table for us to see. And they can't because they don't know what cards others have or how they will play their hand.
