So if I am understanding this correctly, under plurality voting, Mistry could get all but four votes, with one vote going for each of the four remaining Directors and they would all be voted in.

So in a majority situation unless you can write in names of director candidates for those you want replaced and lock up those votes, you're still stuck. Perhaps we need an attorney to draft up a change in PTSC's governance documents, not only to change this voting system but to implement other changes like term limits and making sure we have a compensation expert on the board
