Ok, I see. You equate ongoing to be any reexam for which an NIRC is not yet posted. But that manual tends to be very specific about every little thing. Since NIRC is not specified in the manual, perhaps the exam is concluded when the examiner says it is?
In any case, we do agree on the important aspect.
