Well, I worked for large aerospace companies and, even when I worked in the Contracts organization (where some frequency of phone calls is expected, even international since we did FMS/FDMS), management (me) received a report from our communications organization every month listing phone usage (incoming and outgoing) for every phone in the organization, including phone numbers. While this report usually only got a quick glance, if the summary section showed a unusually high volume of activity, it would get management's attention, and a much closer review. More than once an employee had to be talked to to discover what the problem was, and I recall two occasions where I directed the employee to, in the future, divert the incoming calls from certain bothersome people to me. And of course there were occasions where the employee had to be advised that it was unacceptable to spend 4+ hours/week on the phone with their sweetheart/spouse.
