If NIRC for the 148, When?

The 584 time frame is a long one, since it is unclear at what point there was agreement. The 336 however does provide a clue. The August 6th interview summary gives the important agreement information. The NIRC was posted Sept 11. That is 34 days.

So, if the Nov 23rd amendment is indicating agreement has been achieved, we'd be looking at end Dec time frame for the NIRC. But with the holidays.....????
