It can occur many time, but one would think the requesters would eventually run out of legitimate prior art. That is what I thought when TPL released the now legendary "wave" PR. Opty seems to have a reasonable theory regarding the examiner being less skilled than the patent owner, so they will let the patent owner guide them through it. Hopefully this will take only a short few months.
