Not sure how much, if any, is to be spent on new technology/software. Most if not all of this porkulus is transfer payments to public sector employees to maintain union jobs and budget deficit filler so that states/municipalities can hold the line on layoffs on these types of employees who typically vote in 'certain manner'.

Will PDSG/PTSC directly benefit -------- maybe, maybe not ---- hard to say.
