You could well be correct and per the PR, it does imply that your reading is the intent of the hire. I think it is also likely the hire is geared toward filling out the offering that PDSG provides by having him help identify peices that may be missing, or that would be complimentary that PDSG shoudl add, or on the other hand may be superfluous that they can ditch. It will be interesting to see what comes out of this.

Also, though the GSA does much more than just support military bases. They handle things such as leasing for vairous government offices in private buildings, and procurement of goods and services accross more than just military uses, so I think the GSA listing is a larger audience than just the military users. Though, as you suggest, I'm sure there are also other avenues that these agencies are able to source as well other than the GSA.
