My understanding is that before a formal ReCertification is issued, the USPTO sends you a letter indicating their intent to issue that formal ReCertification. That's what this letter is. So the re-exam is done except for the dotting of the i's and crossing of the t's. Very good news with the hope that the changes don't weaken the patent too much.
