I do not think your characterization of PDS is accurate. For starters, I don't believe there is a separate Board of Directors, but simply a management committee of three people, one of which is a PTSC BOD member. Secondly, no patent ownership interest has been passed to PDS, it simply functions as a collection facility / clearing house for licensing fees, and licensing expense payment, before division of the profits 50/50 between the actual patent owners.
