I still believe this statement by Mr. Goerner, in the last SH letter, says it all.

"As we have stated previously, this is a time-consuming, detailed process that can take several years."

While I understand it's already been several years, I see no reason for him to reiterate this point unless he knows something. I have no doubt another "Non-Final Action" is coming our way, unfortunately. Between Mr. G's quote and our volume/SP we already know what's occuring. No one should be surprised when it happens. IMO.
