Well THAT clears it up! NOT!! LOL. Unfortunately, it's still all Greek to me, and I'm actually Greek! Thanks for your efforts to clarifiy. In reading it though, it seemed to me that one of the key ingredients to the amendment had to to with WHERE that instruction would be found (ie. positioned at the first location). You indicate that you eliminted that language implying that it wasn't necessarily important. I took it differently. In looking at it the way I did, it intuitively indicated to me that that qualification would limit it somewhat.

Again, I add the disclaimer that I am completely UNeducated in this type of technical speak, so I don't even know what I don't know. You indicate that it sounds familiar which is positive to you, but has this amendment weakened it in your opinion? Thanks.
