Usually right. But a R/S can be of value if the company is doing well and wants to get fund managers into the buying. Then a R/S could access substantially more investor $, through big fund managers, who by charter wouldn't be allowed to buy the company's penny stock. Is it worth the cost of doing a R/S? Maybe. Key words "doing well".

There's no payback for a stock split and there's always a cost. Splits are almost exclusively done by U.S. companies - they make no difference . Getting some more small investors has little value.
