I would add the suspension of the Cummunity Reinvestment Act of 1995 (original Act was passed in 1977 under Carter if that tells you anything: http://en.wikipedia.org/wiki/Communi... )

This ACT and the revisions forced banks to make mortgage loans to those who could not afford the payments in order to get Fannie and Freddie funds.
