The government gives people drivers licenses. They actually encourage people to get them. They want people to travel and conduct commerce. The government also regulates the issuing of the licenses. People have to take a test to get one. They have to prove they understand the rules and they have to agree to follow them. And the roads are regulated by CHP and other means like signals and stop signs. There are consequences if the rules are broken. People who break the rules get a ticket ( If they are caught). People who break the rules may get into and accident that injures them or others. For people to drive in a safe environment it comes down to obeying the rules and enforcement of the rules. Enforcement was set up because not everyone who gets a license really agrees to follow the rules. Some people think the rules apply to other people, not to them. Imagine people traveling the roads in this country with no enforcement of the rules by an enforcing entity. Imagine letting those people driving cars ( even with a license ) being allowed to self regulate themselves on the road. No more costs for CHP. The bigger and faster vehicles could dominate the roads easily. There would probably be a lot more accidents and injuries. Enforcement and regulation is the other part of the equation that is government's responsibility. If there were regulations and driving licenses, but no enforecement or penalties would people get on the roads to travel as easily or as much? Would people feel safe? Would people be safe? Would people buy their child a new car on their 18th birthday with all the money they are going to make on EDIG this coming year?
