Why don't day traders run this stock up to Dutton target price?

The story should be good enough to get ot 55 cents.Is the volume to low? No interest in the stock anymore? M/M'S won't let it run up only down! Why have the dollar numbers been so much lower in 2008 then in past years for a Lic.?
