Well since the Dutton report was published on the 22nd and probably took a day or two to compile and the Cohen report was on the 18th and likewise needed an day or so to put together ...it is definitely the former not the latter ...the rise came from the paid for touts not the touts responding to a rise in PPS,,,esp. when much of their writing is no more than reiteration of what was in the RG letter.
