Yes it is the first one, that I can see.

As far as being expected, after the second OA on 148 I sure expected one. Plus once a reexam is authorized it usually gets at least on non-final rejection...or otherwise the original examiner, who handled the original request, would have denied the request for reexam if there wasn't something that effected the patent.
