It means "don't go after chip manufacturers - go after 2nd/3rd tier users exclusively". You know, kinda what they've been doing since Alliance/PDS was formed (after Intel and AMD licensed).

I don't see this as THAT big a deal. The bulk was in the 2nd/3rd teir users anyway. IMO, you'll get more money in the long run with this approach anyway - which is probably why this approach has been used for the past, what, three years?
