I'll take it a bit further. He doesn't say if funds are available, or we hope to or it is our plan to. - we will. Hence he knows funds will be available to accomplish this in July. Either they have set aside the cash to do this ( in which case why wait) or he is certain that funds will be available. IMHO Opty
