That line says nothing about royalties. I can't see TPL charging any licensees for maintenance fees - they are already using our tech and didn't need maintenance (ongoing tech help) previously. AMD paid maintenance fees for the Ignite tech. Seeing as how we have no tech people working for us AMD may ask for their money back.
