Everyone keeps complaining of Lecky's absolute control of the licensing activity, but then to suggest that PTSC has equal ultimate control?

Can't have it both ways..... This calls for yet another review of the Master Agreement. As I recall it, Lecky/TPL indeed has total control - authority has been delegated to TPL re: all licensing activity.
