"Sometimes the File Repository is a "...Holding Area" or "...Area"

I noted that. What it said was "Record Room - File Repository Holding Area"

What I beleive that is is a staging area for files "finished" in the Record Room and about to be shipped to the Repository (storage).

This whole thing is way weird. Re-exams supposedly in process, yet the associated files are in cold storage. An notations to "IFW"? (indicating that "soft" files are available). That could explain it - don't need the paper if everything is available on PC.
