I don't see a policy of announcement of licenses upon signing nor an indication of the "settled" licenses being included. To those points I directed my post.

He does state that all "transactions announced" prior to the end of January are included. This statement does not rule out unnannounced transactions nor confirm that license are announced upon signing. Nor is there any definition of a "settled" license as I'm not sure what that refers to.

I am more than prepared to bring this debate to that of semioticians, and would be grateful if would kindly advise me which school of thought you follow, so that I may answer you accordingly. I have a preference for Barthes, Derrida and Foucault.
