Sounds possible.

But remember that chip manufacturing (fabrication) is extreemly capital intensive. And it requires frequent expensive upgrading of the equipment to produce smaller and smaller features in the chips. It also requires a great deal of scientific & skilled workers. Could this be managed by the existing staff?

It seems only someone already in the business would take this on.
