As I opined recently, perhaps because, at the time the restrictions were put in place, they thought "the event" (e.g., USPTO) was imminent. Then when it didn't happen as possibly expected, it would have been impossible to "un-do" the restictions without looking like goof-balls.

Just a possible answer - IMO.
